I'm not experienced in reading these, but it seems perfunctory... as if it was just something that "needed" to be filed in order to proceed to the next step.
The point is that it was filed, and not ignored. Some concern to proper accounting practices is being observed here...I still contend that it was (a small) part of a greater plan, and that's it.
