Nothing should surprise you about GERS/KK. The definition of what is "material" comes into play. And if substantive negotiations are really occurring both sides would not want any visibility of the possibility for a settlement. For the first time in more than a decade the silence coming from GERS/KK, ICM etc. maybe a good sign.
