Trump repeats a lie, or a mistake, but by this time, as he's said it before, it should be a lie, starting at about 13:31 where he says "nobody's ever seen regulation like we have" .. he says other countries have much more business friendly industry regulation, and that regulation if other countries "are a tiny fraction of what we have" .. whereas in fact the US is just about at the top of the World Bank list for having business friendly regulation.

His only get out is he didn't say ALL other countries, but he did say "nobody's ever seen..." which could be read as ALL other countries are worse than the US is for business regulation.

Ease of doing business index

The ease of doing business index is an index created by the World Bank Group. Higher rankings (a low numerical value) indicate better, usually simpler, regulations for businesses and stronger protections of property rights. Empirical research funded by the World Bank to justify their work show that the economic growth impact of improving these regulations is strong.
