You cannot merely up-list with a mere R/S.

There are strict capitalization requirements that a R/s cannot create from thin air.

They do not meet a single requirement for uplist, anywhere. Even with a 1 for 40,000 to get to $4 for Nasdaq, they literally do not and cannot meet a single other requirement. This is merely an OTC shell, zero value, negative value given the obscene debt, allows for paper printing, as proven by every single fact available.
