A gift to Tillerson when he was sworn in as Sec. of State. Oil cos can now legally bribe Dictators or whoever in foreign countries for oil and bypass citizens who really own the oil. No other US co. can do this. Walmart is paying millions in fines for bribing official for a building permit in Mexico.

Or maybe this was for us blue collar folks who own oil cos.
