Not being an insider and having access to the information, I can only speculate and try and be open minded about why they would do such a thing.

Maybe throughout all of Dr. Baruch's (and others) years of research, they "accidentally" came across this combination that could cure a cancer that roughly 30,000 adults in the United States (alone) die from each year.

Maybe one of the Doctor/research people with OWCP had a loved one die from Multiple Myeloma.

Maybe either one of the previous scenarios are true AND they decided they'd continue with it because from a business standpoint it's still VERY impressive to their peers and would allow them to more easily raise money for other research. After all, if you've MAYBE found a possible cure for a rare form of cancer -- maaaybe applying similar research to other forms of cancer will lead to the cure of that?

At the end of the day, someone here last night pointed out that us silly American's have this disease where some ONLY think in terms of dollars. While OWCP is obviously wanting to build a successful profitable company, there ARE many, many people in this world who have a mission TO DO GOOD for mankind. Many Doctors say they became a Doctor to help people, not because it was a big pay check. Then, you have people like Denny Sanford who made a fortune and then decided he was going to be a hero and he's donated over $600M to healthcare related causes -- which is why a hospital group from Sioux Falls, SD renamed to "Sanford Health".

*shrug*

I guess you may be "onto something" if the Multiple Myeloma product was their ONLY product in the pipeline, but since it's 1 of ~7 that come to mind... I think the BUSINESS aspect of OWCP is going to be just fine and the Multiple Myeloma aspect will be something we all understand when the time is right.

P.S. Here's a nice write-up about Denny Sanford that shows Sanford had the type of mindset I laid out in my two possible scenarios -- http://www.insidephilanthropy.com/home/2014/3/11/interested-in-denny-sanfords-money-be-direct.html
