There is a sinister motive present. As suggested by other posters, the thought is that ECIGs management and Dick Strong are working together to keep the PPS suppressed in order to eventually take the company private again for Strong to eventually own the whole company for the 90M or so he lent them. there is a reason he is a billionaire. A normal person, if they had so much vested, would have been or continued to buy up the float. Why wouldn't he at this point? VIP alone is worth 100M. The fact that we continue to trade below a 15M market cap suggests something is up. AIMO of course.
