Fannie mae does not own mortgages?

how does Fannie Mae create a MBS if it does not buy and own mortgages (until it then sells ....the MBS which may or may not transfer ownership)

Yes they do!!, Fannie Mae owns my mortgage they sent me a letter, and they're registered as the Lienholder with my county. they're just not the loan servicer.
