The only reason I could think of is if they believe they're on the verge of getting such a backer (within the 36 month timeline set forth in the terms). However, I'm still not ready to jump on board. The President of the company told me 4-6 months before they'd see serious progress on these projects (there is another project in Australia). I'm going to keep my eye on it, but that's all I'll be doing for now.
