You have to admit, things aren't looking too promising. They formed in 2011 and their submission was in 2014. Since then, all they've accomplished is to secure a land agreement, which anyone could do for any project contemplated.

So, to think everything is going to miraculously come together in 2017 seems a bit optimistic to me. Just as it was in 2016. And 2015.
