Yes, they are Manipulating the timing of the Trades to reflect the Lower Price.

Someone paid a high price for UBQU and did not know it would not be posted on the Big Board until the market closed.

This is a crooked market backed up by the SEC not enforcing Shorting and Naked shorting.

The Market Makers never come under "much needed scrutiny" from the SEC.
