A twitter account doesn't "go down". It's not a website. Besides, it doesn't say it's down temporarily for whatever reason, it says it doesn't exist.

In other words, it's been removed. Either by Frank or possibly Twitter for non payment. Who knows.

But you could ask Frank for the reason. If it's a mistake, maybe he can fix it.
