"Stop" sign is irrelevant - it just means the financials currently posted on otcmarkets.com aren't up to date - many bottom end of the market OTC stocks are out of date by years - $CRTC only lapsed less than a year ago.
It will go to "Yield" automatically when all the relevant filings are received and to "Current" probably the day after the attorney opinion letter is received.
People who don't have a starter and wait for it to get Current - particularly when it self-evidently will in a matter of days as they had no problem getting Current before after being out of date for the entire history of the company - will simply pay more.
