Think you are overthinking this, the way I see it is two types rec and medical, there has to be a difference, maybe when country wide is medically and recreationally legal, then the only difference is that medicinal use would be covered by insurance, someone who just wants to get high will pay retail, but that is only if every state is 100% legal both ways, my opinion.
