Seems to me there is a loophole there with improvement of production.
That is what we are doing.

But also if there are no laws on the books and none for governing the approval process that would tell me there is also no laws denying them either.

I doubt that Kim and the VN government would be moving forward if they are not allowed to move forward.

We are talking about a government. They can do what they like as long as there is no laws governing them.
