The otc market is a negotiated one. A market maker is in business to make money for the risk he is taking. He will not sell stock to you at his bid price. If he has a large buy order to fill, he may lower his bid and offer price to complete the transaction, and once completed, raise these prices again, but you can be sure you are not buying the shares at his bid.
