Yes, that's correct except for one minor detail. They can be guilty but never charged once the statute of limitations expires.

I disagree.

Guilt is a legal term invented by man. In the United States, all people are innocent until proven guilty. Therefore, unless a court of law finds one guilty, they are innocent by default.

Which one of them is specifically the United States Government? Seems that is generally the plaintiff and defendant in most cases.... no?

Statutes of Limitations are important... wonder if anyone has filed a suite?
