That's attributing way too much in the way of analytical skills to the Legislature...

Although, on reflection, such deals are generally on the local level. There just isn't a lot of concessions that the state can make.

High Tech research center. I guess on the postive side there
will be jobs for gaurds,judges,public defenders...
