That's a buy not a sell. You think a seller could get .015 when the Bid was at .014??! Nope!

At the time of the sale, the Bid was .014 and the Ask was at .0155. Somebody very likely offered to Buy 450,000 shares at .015 and it was accepted!

These large transactions are not always "Management dumping shares".
