Sort of. The FAA performs routine surveillance of the entire aircraft of course. But you are definitely correct, that a certified airline could have put 706 on their certificate without a mini evac demo.
One reason I'm not crazy about them using a 767-300 is that it has been out of the country for many years and not on a US maintenance program. That makes it a lot harder to conform to the US standards especially given the very high visibility of a new cert. Doable... but why make everyone's life harder? Certainly a lot better than that ancient 747.
