PSC is a tiny, private company. There are 4 other major partners in the JV that was announced:

Freedom Motors (Rotapower engine spin-off from Moller Intl.)

In addition, the $1 billion in funding for the JV is coming from a different party entirely. If you read the PSC JV executive summary here you will see the following on the funding source:

PSC has been approved for over one billion dollars in funding from the “Funding Positive
Change Organization” for all of its endeavors and subsidiaries. Unfortunately, we are not at
liberty to divulge further details of the Private Funders at this time, as we are under a strong,
Secrecy/NDA Agreement with them. PSC is expecting to receive its first draw of funds
shortly.

There are obviously a lot of inter-dependencies here, so we should probably wait and see if this funding comes through and how things progress.
