ERHC bid in block 1 but got beaten out. They could not exercise any preferrential rights because XOM had exercised 40%.

as i remember it, erhe agreed to opt out of 1 and recieved some benefits in the stp eez when xom, apparently, put their foot down and demanded that erhe be excluded from any blocks in which xom participated.
