I do not see the logic in someone doing so. I understand your view about year-end performance, however I question the math. While there as been volume at the ask (as you have noted), a lot of that occurred while VFIN was holding the ask. Therefore, someone would still have tens or hundreds of millions of shares for VFIN to sell. The question would then be: "Who?"

For every buy-to-cover, there must be a seller. This of course unless there are other shenanigans going on. Reporting VFIN to the SEC would only work if there was a specific, founded accusation. Reporting VFIN because they are at the ask and VELA has gone down would hold zero weight and the SEC would immediately disregard any such complaint.
