Kind of...95% or more are absolute garbage, straight up scams. There are quite a few legitimate foreign companies that list on the OTC market for many reasons, a few being a much lower expense and reporting requirements. But, the vast, vast majority are simply forward looking story tellers and paper printers knowing full well it's not an exchange, but a swim at your own risk, no lifeguard on duty market pool.
