best I see is some limit on when Fannie can call but nothing that says they ever have to

I have never bought a variable preferred for its dividend - my assumption that such preferred have redemption windows to protect the holder

Just when interest rates get good for the buyer/owner - because the buyer took the risk with variable of low interest - the buyer/owner is protected in the issuer being limited to when they can redeem and not having any quarter post the typical 5 year protection period

did I guess right?

this if correct is no reason to assume any redemption by the issuer other than if variable interest climbs to Volker time levels and Fannie decides such cost of capital is not necessarily wise (yes it is not pure capital)
