Certification, like obtaining an FCC approval, is a formality. Vuzix's problems have been with the "supply chain", which has been corporate speak for no commercial demand (thinking iWear here).

What that PR tells us - and it's not good - is that Q4 is gonna be poop poop and I wouldn't get my hopes up for Q1 results either. Explains a lot about why they pulled the trigger on the recent stock offering at a time they did.
