Lucy...duffy's posts are not a violation of the TOS (Terms of Service), and thus he cannot be banned because of them. Read the TOS and understand you cannot censor a board just because you disagree with a person and you happen to be a moderator. I know because I moderate another board. If a post is "extremely" repetitive you can probably delete it if it disrupts a board to a significant manner. Duffy's posts may annoy you, but he is well within his rights to post them. As a moderator, you should concentrate more on deleting the personal attacks, as they are prolific here.
