In CA the cannabis getting tested is the stuff that is sold in dispensaries . The overwhelming bulk of cannabis sold in those dispensaries is indoor cannabis (check weedmaps to verify) . When outdoor is harvested it reduces the demand for dispensary sales because of people growing outdoor for themselves and cheap black market outdoor cannabis hitting the market . I would GUESS that testing could actually be lower during the outdoor harvest . This is just my guess but it would make sense because the majority of outdoor is exported and untested and what stays is sold mostly on the black market and reduces sales of tested cannabis from dispensaries .
