Another reason for bios under performance, not clearly stated, is that one of the leading proposals is to reduce the taxation of businesses from 35% to 15%. That increases the FCF and value of those companies a lot. Money losing companies do not get that bump.

This factor is likely part of the rotation going on that leaves bios slipping lower.
