Why does Microsoft keeps persisting with Windows on ARM?

I am completely baffled by their move.

If Microsoft thinks that Qualcomm/ARM will be able to make it competitive in the mobile space (smartphones and tablets), I think they are completely off-the-mark. That space is totally dominated by Android and iOS, and completely out of reach for Microsoft.

As regards small and sleek machines, I think low-power Qualcomm SoCs run with emulation will not be able to deliver the performance users require for Windows based machines. At least, not in the next couple of years. By that time, Intel should be moving to 7nm with even lower power requirements.
