I live in Los Angeles and have a huge solar installation on my roof. I can vouch for the fact solar really saves the homeowner! We are also in the process of looking into which company we will use for the battery that basically stores solar energy during the day so you can use that stored solar in the night....basically almost taking us off the grid. By having solar, only then are we 'allowed' to take advantage of the Time Of Use billing. I noticed this is what CHRO will be offering their electric customers. Meaning...the most expensive time of use for electricity is about noon - 4 or 6 pm depending on the utility. If you're not home and minimal appliances are being used...you will be charged less for use of the energy at the latter billable rates.

If you didn't have the TOU billing, LADWP our utility not has 5 tiers of charging. The first being a very small allowance billed at the cheapest rate and the 5th tier being almost TRIPLE the first tier. All it takes it a very hot couple of days for people to hit the 4th or 5th tier. However, if you have solar AND TOU, you barely go past the 1st tier. See what a huge selling point that is? And then if you install the battery, you might not even have to use the grid. Fantastic!!!
