This was a well known Obama plan...steal money from shareholders to pay for Odumba Care, so that the GOP controlled congress wont be able to defund it. Its Obama's private 50 billion "piggy bank" to use for projects the GOP refused to fund.
It may have worked, too, if the Clinton Spin machine would have gotten re elected.
They did not see the Trump Train coming, which ran over them.
