I disagree. It was handed to him by Bush Sr. and Bill Clinton (both republicans, in my opinion).

Bush Sr. Pushed for total deregulation of banks and Bill signed it into effect. That is the key starting action that eventually lead to the housing crash in the first place. Everything else stems from that.
