I could be wrong but I don't think they can legally start trading until they amend their Articles of Incorporation to reflect the proper number of Authorized shares.

They either meant to do 15 Billion or they changed their minds on the f/s and decided to issue themselves more shares, not sure but something isn't right.

FINRA removed the 'Subject to Corporate Action Flag' today, so perhaps this will begin trading shortly.
