No sarals you have that wrong. My search in CA has found that those most upset are the immigrants. Their gripe: not enough money is being spent on ESL and the results are disappointing, their children are far behind the general population. Since many CA school districts don't properly fund the schools you'll have to comment on the lack of interest of CA taxpayer's to fund poor school districts. Why don't they want to fund their schools?
