This industry has its quirks. Most of these contacts will have progress payments. Depending on what phase of deployment they are in, can effect the cash flow. Factoring these payments can smooth the process out but reduces margins. While design/engineering are profitable, the bulk of these contracts are in the construction. I am not an apologist for them. I would have thought their revenue would have been much higher. 2nd half of the year is almost done. I hope we get some more encouraging results.
