I would have to say that based upon those dates, purchase prices and amount of shares, that the dates listed are incorrect. All those dates should be 2016 not 2015.
He wouldn't be able to purchase shares on the open market at .0001 when the stock was trading at a dime.
According to the insider disclosure page 7 on otc markets he purchased 9mill on Jul 13th 2015 at .0001
