Simple... The have not announced it because they have not signed it. They cant/won't sign it until they have a facility to produce it.
We wait on VN and the red tape.
You just can't sign an agreement saying you will ship something you can't make yet.
No they won't do it domestically. Fashion won't pay the domestic production costs. Only the army will pay that premium for DS if it passes their testing.
We don't get a contract or a name of a client until we have the ability to produce what they want
