icty doesn't qualify for any tier of OTCM except the bottom one that's also the cheapest. Also it should be noted that the OTCM is a private fee paid listing service not a exchange and has no governmental oversight of it's clients. OTCM sells it's own stock on their listing, but the company is still mostly privately held.
