Nope. That's because "the card" is being played by Congress whose failure to reform gets all the blame.

It isn't really a "card" they can play anyway.

Receivership would require an act of Congress. Congress would never approve receivership unless there is a substitute plan in place to handle the housing market.

Passed Legislature would proceed receivership by so far that we'd see it coming a mile away.
