It's a technicality. OTC is not required to file financials by law and otcmarkets.com is a site that wants investors and businesses to pay for their services. For businesses that don't file and upload their financials to otcmarkets database, otcmarkets punishes them by using stop signs and crossbones, etc. to try and get businesses to pay for their services.
If you don't pay, we'll create the perception of higher risk. It is what it is.
I'd agree that it would be nice if IGPK didn't have the stop sign, but it's not a big deal in my opinion for the reason I stated above.
