IMO, it will take an infusion of at least $3 million to reset and get the new airline through certification with a late model airplane (777 probably).
Whoever puts that kind of money into it will almost certainly want controlling interest. No way they can issue another 10 BILLION shares to do that. A 1000 to 1 or 10,000 to 1 reverse split makes that manageable and would be very good for the existing shareholders as the shares are virtually worthless now anyway. There's really no downside here anymore.
