Seriously, it may be a little tougher, but no way it would take 16 months. No one would ever open a business if it required renting a place for 16 months and still not open. From what we saw on the liquor license, they owed money apparently, and that was the tie up.

There are no defensible reasons for renting a place for 16 months and still not open.
