They may pay a bounty to the person who reports the tax evasion but I think you have to give some DETAILED INFO to claim it.

Everything you say to do takes a lot of money. If he is as you say willy it would seem to me to be almost impossible to get any of it back before he dies. His health is not that great from what I have heard, so unless there is a lot of cash infusion ASAP designated to just go after what you mentioned, it is an effort in futility IMO.
