In my experience, it reacts reasonably well. Excelsior has at least one market maker that follows the stock closely from what I have experienced. I've bought all the shares I hold in MIN on the OTC. The larger the buy order (25K or more), the more likely it will motivate the MM to arbitrage it into the TSX. Smaller orders seem to have a better chance of being ignored.
