You don't know what would have happened had they come in at higher prices 2 years ago.

We know for a fact that Implant could have raised the price and been okay. The GAO report stated that it was going to either Implant or Smith and that Smith had the highest bid.

Who knows what the difference was, but the price could have gone up.
