OTC is not the only exchange that utilizes L2. It's meant to show buy and sell orders for the purpose of stock trading. If someone wanted to sell 10 or 20k to the bid for price manipulation and possibly place a block on the ask, they can, which IMO is a common occurrence in the OTC unfortunatley.
Surely you can't speak for everyone.
But you might be right. I'm just a fool amongst's fools using L2 in the OTC and beyond. We've all been bamboozled.
