Block holders receiving free shares from the company have been selling at a high rate, not shareholders... this is why they paid for promo multiple times, so they can dump all these shares coming off restriction.
The timing of all these events are no coincidence... they've done this on all the worthless tickers they've pumped and dumped over the past decade.
There were 30 million outstanding after the reverse split. Most all of the current 400 million os has gone to insiders and their cronies, not for financing, acquisitions, etc.
This is an obvious pump and dump.
