Reading the Oct 6 KALO meeting article again, I think these are key parts.
Mr. John Cecil, Chairman and President of Kallo indicated that the company has had long-standing experience working with the Ghana Health Service to combat Child and Maternal mortality in Ghana. He further noted that the company is currently poised to make substantial investments in undertaking innovative aspects of the President’s priority projects under the CHIPS Compounds initiative of the Government. Present at the meeting were the Mr. Lloyd Chiotti, Executive Vice President and Mr. Samuel R. Baker, Secretary and Member of the Board of Directors.
Even reading the first part of the article about the High Commission day before meeting with Quebec-based International Development Company seems to suggest investment in Ghana and a partnership. Just like KALO IMO.

Their visit represents a follow-up on discussions between DiD and Ghana’s Minister of Finance, Hon Seth Terkpe, on prospects of collaboration in implementing Ghana’s EXIM Bank.
Thinking a collaboration between Ghana and KALO's monetary investment, trailers, hospitals, etc. Rather than KALO going alone into Ghana. The term investment and/or investors to Ghana stands out to me.
