The ticker price is the last traded price regardless of volume. I get that you then asked why 3k shares didn't make it move but that must be a system matter (possibly on your end? I didn't see it on mine) and not the actual mechanics of the ticker price.
The real question should be: When are they going to file the 10K? it's already past-due...or how about some PR news?...anything. I've tried to reach out to investor relations, no response. This is either really bad or really good. I highly hope it's the latter.
